Dispute over earlier court ruling

The Trump White House construction case centers on whether a previous court order allowed the full project to continue. The administration argued that an exception related to safety and security covered the entire development. The ballroom project, estimated to cost hundreds of millions of dollars, still requires approval from Congress. However, that approval has not yet been secured. Therefore, construction of the above-ground ballroom cannot move forward under current legal conditions.
